At what age should a child organise?
Organisation skills in toddlers emerge gradually between 1 and 3 years and are scaffolded by parents — a 2-year-old who helps tidy or follows a one-step request is on track. Independent planning matures much later, so there is no single age by which a toddler should organise alone.

Look instead for early building blocks: cause and effect, following one or two simple steps, imitation and predictable routines.
